The fiscal discipline in the state is falling and it is doing so way too fast. As against the target of Rs. 3426 crores set for July the state could only mop up Rs. 3056 crores. This deficit in reality has been piling up since the new government was formed in April. The July and August revenues have also recorded a shortfall. Even major irrigation projects are expected to slow down with contractors expressing their inability to progress further. The shortfall is happening due to a slowdown in liquor excise and land revenue tax. The welfare schemes too are proving untenable as the central government is not coming forwards with the expected level of assistance. Considering the present scenario Roasiah has a tough task on hand to walk the dual path of welfare and development that was laid down by his predecessor Dr YSR.
